How can an arrow spine be too stiff with today’s center shot bows? Isn’t it wasted energy and/or less accurate for an arrow to wobble more during takeoff/prior to stabilizing?

Most bows with a draw weight above 60lbs, can't really have an arrow that's "too stiff". However, a stiffer arrow will be less forgiving with lower draw weights, causing erratic flight and tuning issues. As for the accuracy in regards to the arrow's "wobbling", look at slow-mo videos of Olympic archers and you'll see that the wobble does not affect their accuracy.
